 Here's the current email:

 Issues are:

 1. Doesn't link to the plugin. This needs to happen. People have waaaaaay
 too many similarly named plugins out there

 2. Doesn't say WHO turned it on. So you don't know who to poke at about
 this.

 3. Links to the handbook which has no info on this because we've yet to
 write any. I quickly stubbed out https://developer.wordpress.org/plugins
 /wordpress-org/release-confirmation-emails/ just now, but we need to write
 up the requirements (which I think are 'you have to use tagged releases')
