 Many times a user will end up on a closed (old) topic from search results,
 looking for an answer to their problem. Once inside a specific topic, it's
 not too obvious how to add a new topic.

 Similar to [ticket:3999 #meta3999] that adds a link to create new topic
 near ''reply form'', there should be a link to create a new topic in that
 same forum for closed topic.
