 A handbook can be setup at that location when there's content ready to go
 on it.

 There's two methods for Handbooks on WordPress.org:
  - Automatic imports from GitHub
  - Written from within WordPress

 Setting up a handbook for either is not a problem, but it's one or the
 other.
