 Actually it's not.. but it is being displayed incorrectly.. It's never
 supposed to be a link, but rather a button on the far right.

 But there is some weirdness happening here, on the download page the Theme
 Directory is being promoted to the button for some reason.

 Unfortunately since we allow locales to manage the menu, it's never
 consistent, but locales don't like the idea of having control over the
 menu being removed - #1201
