 For make.wordpress.org I [https://make.wordpress.org/systems/2020/08/08
 /add-location-block-for-files-x-accel-redirect-rewrites/ enabled media
 offloading] from `ms-files.php`, but going forward I think I'd prefer to
 remove `ms-files.php` usage for such sites instead.
