Comment:

 The top menu is WordPress core, and the side is the Theme.

 Personally, I think this is worth closing as `wontfix`, while it feels odd
 that they're different, I don't expect many people would notice given that
 few people use mobile logged in.

 If someone wants to submit a patch to make it happen that works with touch
 and hover we can re-open and commit, but until then this isn't really
 worth working on.

 It's worth keeping in mind for the next time WordPress.org gets a design
 refresh though.
