 The site at test.wordpress.org uses the 'Search engine visibility' site
 setting to prevent indexing of the site.

 However, this setting doesn't apply to / affect the ''themes'' or
 ''plugins'', or the pages within them (and possibly other areas of the
 site, too).

 When this site setting is active, all pages on the affected site should
 output a `<meta name='robots' content='noindex,nofollow' />` tag.
