 Looking at TwentyTen, looks like the latest language pack (version 3.1 -
 built on 2020-03-31 20:42:24) doesn't have the theme headers, but the
 previous ones do.

 Generating a new language pack now, results in the proper translated
 headers being present.

 I guess that means there was a bug present back in March/April that's
 since been fixed, it looks like [10222] is probably that bug (although I
 thought that was only present for a much shorter time frame)

 The language packs will be re-built next time a translation change occurs
 in the themes, or when a theme update is released I believe, which will
 probably happen around the WP 5.6 release date (Dec 8th).
 I don't think I can trigger a rebuild of the language packs myself
 unfortunately.
