 This shouldn't require an extra setting in the customizer. Instead it can
 be hidden by default based on the the number of available forums. If it's
 0 hide the search form and the last section

 But the bigger issue seems to be that there's no proper search on
 localized support sites which also searches the support articles. It
 shouldn't be too complicated to override
 https://fr.wordpress.org/support/search/ to also search support articles
 (by default)?
