 A version using radio buttons has been deployed, it's not exactly as
 stated here but it seems to work well in testing with Mac VoiceOver for
 me.

 The no-JS fallback has been ditched, since that's not terribly useful here
 anymore.

 There still exist some problems with the form, notably that bbPress skips
 focus from the Title to the Body skipping over the rating, but that's the
 same problem as #4833.

 Marking as fixed, re-open if there's any issues with the implemented
 change.
