 Perhaps a first step could be to put together a set of questions, and
 propose it to be added to https://wordpress.org/contributor-training/ as
 an optional thing that theme authors can complete.

 Once that's done, and it's proving valuable, it could be added as a pre-
 requisite for all authors to complete it?
