Comment:

 While I agree that Google Docs are better for collaborative editing, I
 suspect the main reason why it's most useful right now is that it's done
 at the last minute - something this proposal was to avoid.

 I'm also assuming that the Google Docs are not world-editable (and
 definitely wouldn't be if linked from Trac) which adds a barrier between
 many contributors who aren't going to request access/etc.

 What I'm seeing though from the comments above, is that one thing that's
 agreed is that Trac is not the ideal location for this, so we can discard
 the WYSIWYG field option.

 I'm fairly sure a Trac report listing dev-notes could be put together at
 present, without an extra field, assuming that the url was mentioned in
 the thread at the same time as adding the keyword.. but in looking through
 trac, it looks like most dev-notes get mentioned on tickets after they've
 been collaborated on already and published. So maybe a field would work..

 I'll leave this as-is for now, if the Core team come up with a definite
 process they want to use, then we can implement it at that point.

 That could easily be worked around by a) using a non-expiring public
 preview plugin (Something the existing plugin doesn't support) and b)
 adding a block to the start of previewed posts mentioning that it's a non-
 published post.
