 Older plugins (like bbPress) seem to show no longer existing locales in
 the API:
 https://translate.wordpress.org/api/projects/wp-plugins/bbpress/stable is
 showing 'Latin'.

 The wp_locale is not set (because it does not exist), but I don't see any
 reason to show it.
