 Plugin searches like https://wordpress.org/plugins/search/Cats/ support
 mixed-case URLs.

 The search form submission/handling process should return a lowercase URL,
 and, direct requests to mixed-cased URLs here should be forced to
 lowercase via a 301 redirect.
