 directory" is a bit confusing as my brain immediately goes to "What's the
 next step?".

 The section right under that notice is the next step— the "Add … to Block
 Directory" button (block authors will see this section as "Committer
 Tools", without the edit link). How do you think we can make that more
 clear?
