Comment:

 I've been unable to duplicate this using my account, logged out, and a
 normal test account.

 The wiki page displayed on the front of https://core.trac.wordpress.org/
 should be accessible to all users. I don't see any settings in
 https://core.trac.wordpress.org/prefs which affects what content is
 displayed on the front of the site either.

 If you can verify that this happens with a different user account, that
 would be appreciated, if you can verify that it still happens for your
 user account that would also be appreciated.

 For now, I'm closing as `worksforme` but if you can provide further
 details to help diagnose it (or this affects anyone else), please re-open
 the ticket.
