 This is a piece of functionality from WordPress.COM.
 If you're not logged-in at WordPress.com, then you'll get this behavior.
 I'm closing this as worksforme.
 If you want to suggest to Automattic that they ought to show a more
 relevant fail-message, then a good place for that would be
 https://github.com/Automattic/jetpack/issues
