 Background: [9463] and [9464] added a new "Create Topic" / "Create Review"
 button.

 There are a few problems with it:
 * If you haven't already left a review for the plugin, there's already a
 "Add your own review" button just above, which looks differently.
 * If you have already left a review, the button above says "Edit your
 review" (since you can only leave one review per plugin), while the button
 below still says "Create Review", which is misleading.
 * If the plugin doesn't have any reviews yet, the new button is not
 displayed, only the old one.

 These buttons should be merged together, there's no point in having two
 conflicting buttons next to each other.
