 In the past I have done the patch and sent it to @dd32 for commit
 ([dotorg14572]). Looks like I missed that this time. The build process for
 localized packages was updated in [dotorg15446], though, so those only
 contain the the last three themes.
 It don't see why we can't make this change now even if it only applies to
 upcoming (minor) versions.
