 Comments on some P2s and on some posts are more actively monitored than
 others.
 While I understand requiring a previously approved comment in order to
 help combat spam, this can really get in the way of people contributing
 and having a diversity of opinions within an appropriate timeframe. This
 policy can contribute to echo chambers and those are uncool.

 I would strongly advise that someone who has a previously approved comment
 on any P2 should be allowed to comment on another P2.
 I would recommend at least not requiring comment moderation if the user
 has author+ caps on any other .org site, to facilitate inter-team
 collaboration.
