For templating reasons, header.php and footer.php are able to be directly
requested (on any path; e.g., https://wordpress.org/footer.php,
https://wordpress.org/plugins/wordpress-seo/footer.php).
When these files are accessed directly, they should set an `x-robots-tag`
HTTP header, with a value of `noindex, follow`.
