 Even if the author makes lots of updates, it is active-installs /
 downloads ratio.

 Currently, the Popular tab is based on just active installs as it seems
 to. But, actually, the downloads have more effect on this.

 For example, if there are 1000 downloads of a theme because it is on the
 top position in the Popular tab, and out of 1000, it gets 100 active
 installs (10%).

 Now, there is a theme that is not in the Popular tab gets 500 downloads
 and 150 active-installs (30%). Then, which theme would you consider having
 more quality? The second one.

 This is the benefit for users to actually know which theme is actually
 better (more people stick with it and so more active-installs / downloads
 ratio). And, this will be re-calculated every week.
