 Occasionally a trac ticket gets submitted with.. heated language.

 Users get frustrated, which is understandable. We should discourage this
 by requiring they re-write the ticket if it contains a handful of
 forbidden words. Perhaps by disabling the Create Ticket button until it
 passes a simple check.
