 People who submit a high volume of plugins right after making their
 accounts are doing so because of the following reasons

 1. abusive behavior  (trying to spam the directory)
 2. new user/inexperienced behavior (super excited but not always fully
 aware of the amount of work that goes into plugins)
 3. finally moving from self-hosted to .org (this is very rare)

 The first one needs to be caught and stop. The second needs to be slowed
 down so they don't overwhelm themselves and we lose them as a dev. The
 third is probably fine, but needs to be checked on :)
