 Taking another stab at what this page should contain, I got the text from
 the Welcome page (which should remain or change?) and put it on the "front
 page of the forums" where it belongs. It could be reduced or put into
 expandable sections, like the Plugin pages have.
 The forum list should look like a list, like Sergey showed.
 The documentation link and the handbook link are unnecessary to this page,
 and they already occur in the blue stripe.
