 @ whomever has commit access.

 The styles suggestions made here:
 https://meta.trac.wordpress.org/ticket/4116 should be complete first as
 they will apply to the main heading.

 We can probably bump all the headings up without adding new css. The style
 differences are minor.

 Re: The image alt tags. The images can also be moved in front of the
 heading tags without any style issues.
