 On the make/core pages for each component (e.g.,
 [https://make.wordpress.org/core/components/networks-sites/ Networks and
 Sites]) there is a section that shows tickets to be included in the next
 major release.

 Currently, that list only shows tickets whose `status != closed` for the
 given milestone.  It would be useful (and more accurate) if it also showed
 tickets with `status = closed AND resolution = fixed`.

 For example, `Networks and Sites` currently lists "4 tickets slated for
 5.3", even tho there are also 11 tickets in that component that have been
 committed and will be included 5.3.
