New description:

 Various parts of the site (plugins, themes, homepages) output HREFLANG
 tags to cross-reference localised versions of the same page.

 In many cases, these tags contain invalid Rosetta sites. E.g., see the
 reference to `<link rel="alternate"
 href="https://nl_NL_formal.wordpress.org/themes/boots/" hreflang="nl-nl"
 />` on https://wordpress.org/themes/boots/.

 The `nl_NL_formal` website doesn't exist / isn't accessible.

 We need to remove links to invalid/inactive Rosetta sites/URLs.
