#4806: Legacy profile URL formats should 301

I'm seeing lots of broken/404'ing profile links in old content (e.g.,
 https://wordpress.org/news/2009/11/a-little-support/), which look like
they used to use a numeric ID syntax but weren't redirected.

E.g., a link to adiant's profile goes to
 https://wordpress.org/support/users/1499874/, which 404's.

Is 1499874 the user ID of the profile at
 https://wordpress.org/support/users/adiant/?
I'm hoping we can just 301 all of these with a quick rule.

If this isn't the case and these are dead / irreconcilable, we'll need to
return a 410 on them, ''and'' remove/update all internal links where
 they're exposed.
