 Almost all *.wordpress.org properties use Google Tag Manager to implement
 and manage our Google Analytics tracking.

 *.trac.wordpress.org domains, however, use a different container ID (`GTM-
 5Z8B3BX`), and a different GA account. This results in session
 fragmentation, and the erasure of referrer data in all cases where users
 navigate between the sites / GA accounts. It also means that trac sites
 don't undergo the same level of sanitisation, processing and privacy
 handling that other dot org sites do.

 We should, therefore, update all Trac GTM IDs to use the primary container
 (`GTM-P24PF4B`), which will consolidate all of the data into a single GA
 account.

 I'm assuming that nobody is actively using/looking at the dedicated Trac
 Google Analytics account, and that nobody will mind terribly if it goes
 stale moving forward (especially given that the data will be more
 integrated, in its new home).
