 'Raw attachment' URLs associated with a ticket should not be crawled (or
 indexed).

 E.g., https://core.trac.wordpress.org/raw-
 attachment/ticket/43037/43037-2.diff, https://core.trac.wordpress.org/raw-
 attachment/ticket/43037/user.php

 We should add a rule to the trac `robots.txt` file, which adds a
 `disallow: /raw-attachment/` rule.
