 HelpHub Managers can't see other users' assigned HelpHub roles, unless the
 Manager has access to `/support/wp-admin/users.php` as a site
 admin/keymaster, etc.

 **Steps to reproduce**

 1. Log in as a HelpHub Manager.
 2. Go to someone else's profile page
 (`wordpress.org/support/users/<username>`).
 3. Update the user's role.
 4. The "HelpHub role" dropdown will stay as "No role for this site"
 regardless of the current status of the user. If you go to
 `https://XX.wordpress.org/support/wp-admin/users.php` and check, the
 assignment shows up correctly.
