 Currently, HelpHub on Rosetta site only works partially if that site
 doesn't have forums.

 == Issue 1 ==
 HelpHub user management is supposed to be done from the front end using
 the user's profile page:
 https://ja.wordpress.org/support/users/matt/

 However, this profile page does not exist if the site doesn't have forums,
 even if HelpHub is [e (https://ve.wordpress.org/support/users/matt).

 == Issue 2 ==
 Published HH articles will not receive correct styling.

 @audrasjb made this work on FR site, so it'd be great if the same
 modifications can be made on the following site.

 * es_VE: https://ve.wordpress.org/support/ (page not found)
 * gl_ES: https://gl.wordpress.org/support/ (this is a static page; should
 be moved over to root Rosetta site?)
 * ko_KO: https://gl.wordpress.org/support/  (not found; HH plugin is not
 enabled because of missing forums - see #4615)
