 The translations of the plugin "Ultra Community" show clearly that the
 implementation of thresholds for language pack creation is currently
 incorrect.

 At point of writing this ticket, the Swedish translation of "Stable" is
 100% and "Dev" is 65%. URL:

 community/ I will attach a screenshot.

 Despite the Stable branch being translated to 100%, no language pack has
 been created. And the log entry (searching in Slack for "ultra-community
 in:#meta-language-packs" reveals a note that translation is below
 threshold (65%). I'll attach a screenshot of this, too.
