 Disabled the per-forum moderators functionality, since we're not yet using
 it, and we're running in back-compat mode which was causing an avalanche
 of queries on topic views.

 Flipped the `_bbp_allow_forum_mods` option from `1` to `0`.

 Per-forum mods might be useful for the plugins section as @johnjamesjacoby
 said, but currently the plugins threads are in a single forum filtered by
 an attached taxonomy.
