Comment:

 [attachment:"4192.patch"] separates out the note-saving logic so it can be
 reused, and implements a new field in the edit user section which allows
 you to include a user note when saving details (leaving the field blank
 will not add a note).

 The field will also not be visible if you are editing your own user, for
 what I hope is obvious reasons.
