 [attachment:"4829.diff"] posts any Core CSS changes into the room and adds
 announce privileges for @peterwilsoncc and @isabel_brison.

 I could not find the code tell Trac Bot to monitor the room for ticket
 numbers and links. Not sure if this is within the Slack admin.
