Comment:

 No, themes should work on any content, and making a multisite instance
 just so theme authors can customize the content to their specific theme
 isn't a solid way forward.

 Make your themes use sane defaults so that they work when activated on any
 site, without setup. This should be the standard for all themes in the
 WordPress.org directory.
