 @jadonn overall there is a boost based on the number of active sites.
 There is another term which boosts based on the log of the number of
 sites. The exponential is in order to better differentiate in the range
 from 100k - 1m. Then above 1m it didn't really matter much (is the comment
 you are referring to).
