 Unknown scenarios lead to the existence of pages like
 https://wordpress.org/support/topic-tag/arrowplugins-not-recomended/,
 which is an empty 'topic tag' template.

 Empty topi tag templates should include a meta robots tag with a `noindex,
 follow` directive.
