 1. On plugin translation overview page like
 https://translate.wordpress.org/projects/wp-plugins/akismet/ , "Akismet
 Anti-Spam Projects to Translate" link (pointing to
 https://translate.wordpress.org/locale/akismet/default) appears at the top
 right.

 2. On locale page of the plugin like
 https://translate.wordpress.org/locale/ja/default/wp-plugins/akismet/ ,
 the "[LOCALE] Projects to Translate" link is missing.
