 Currently Translation Editor badge can be removed if user is removed from
 translation editors for any locale.
 Each user can have multiple roles across different locales, i.e. be GTE
 for other locale, or PTE for multiple locales and therefore they still
 should keep the badge.

 Better checking should be done for Translation Editor badge removal, if
 user still has badge role for other locales
