New description:

 Theme author archives (such as
 https://wordpress.org/themes/author/dans7919/) currently have a title
 structure of `{{AUTHOR}} | WordPress.org`.

 This should be changed to `Themes by {{AUTHOR}} | WordPress.org`.

 The meta description should be changed to "See all WordPress themes
 developed by {{AUTHOR}}".

 We should always use the 'clean' version of the author name, rather than
 the slug. E.g., for https://wordpress.org/themes/author/d5creation/,
 that's `D5 Creation`, rather than `d5creation`.
