 We can sort of do this already. Not at the top-level
 `wordpress.org/glossary` url, but the Make sites that have set up a
 Handbook Glossary page do already have what I think you're asking for:

 https://make.wordpress.org/polyglots/handbook/glossary/

 It should be possible to set up one on the main Make site for the global
 glossary, but it looks like there's a theme layout issue on that site that
 needs to be fixed first.
