 The Block Editor handbook page `block-controls-toolbars-and-inspector` was
 renamed to `block-controls-toolbar-and-sidebar` in
 https://github.com/WordPress/gutenberg/pull/16138/files#diff-
 898656577829f3ff69c0ab8c788664e1

 Now the old site and the new site exist in the handbook.
 Old: https://developer.wordpress.org/block-editor/tutorials/block-tutorial
 /block-controls-toolbars-and-inspector/
 New: https://developer.wordpress.org/block-editor/tutorials/block-tutorial
 /block-controls-toolbar-and-sidebar/

 The old site should be removed.
