 Requests like https://wordpress.org/support/topic-tag/install-
 theme/page/3/ and https://wordpress.org/themes/page/2/ both return 404
 states, but include a pagination component in the title.

 For 404 states, the title should always be "Page not found |
 WordPress.org"
