 During the 4.8 & 4.9 release schedule, `has-dev-note`
 [https://core.trac.wordpress.org/query?status=closed&keywords=~has-dev-
 note&col=id&col=summary&col=status&col=owner&col=type&col=priority&col=milestone&order=priority
 was used to tag tickets that had received the necessary dev note]. This
 nicely complements `needs-dev-note` and makes it easy to find tickets that
 received their dev note when `needs-dev-note` was removed.

 I have started using this again in the 5.1 release cycle, manually adding
 it. It would be more convenient to have it available in the keywords
 dropdown and hopefully would help with more usage.
