There seems to be a few things causing problems here.
1. Gutenberg Classic component will convert `&` into `&`
recursively upon focusing and defocusing
1. Gutenberg Classic component doesn't seem to like `<code>` having line
breaks
1. The code blocks now seem to need to be defined as
`<code>[php]...[/php]</code>` rather than the `<pre>[php]...` as currently
used.
I suspect the syntax highlighting plugin has had a change here which is
what's causing the issues..
I've fixed this page manually by using the 'Edit in HTML mode' of the
Gutenberg Editor (NOT edit the classic block in HTML mode) but it seems to
affect a lot of the pages.
