 Previously: #1784

 On the main WordPress.org site, the [https://wordpress.org/download/
 download link] leads to the `latest.zip` file with the latest stable
 version. It can easily be used in scripts, CLI tools, etc.

 On Rosetta sites, the [https://ru.wordpress.org/download/ download link]
 includes the version number, so people cannot easily link to the latest
 version without specifying the exact number. See an
 [https://ru.wordpress.org/support/topic/%d1%80%d1%83%d1%81%d1%81%d0%ba%d0%b8%d0%b9
 -latest-zip/ example request] on the forums.

 Links like https://ru.wordpress.org/latest-ru_RU.zip are available, but
 are not mentioned anywhere and cannot be found unless you already happen
 to know the URL.

 For consistency and better discoverability, download links on Rosetta
 sites should link to the `latest.zip` file for the locale.
