 When people download WordPress from WordPress.org, there is no page or
 message that comes up, post-download, that tells them they've succeeded or
 that anything has happened. It's confusing and leads to people downloading
 WordPress multiple times.

 There should be a page that comes up after successful download that says
 something like:

 Hooray! You’ve successfully downloaded WordPress!
